What does this PR do?

Stops the fixture services restarting forever when they are broken, so a fixture that cannot start reports itself as a failed unit.

The units set StartLimitIntervalSec=0, which disables systemd's start rate limit entirely. Combined with Restart=always and RestartSec=1, a service that fails immediately restarts forever: it stays in activating (auto-restart) and never reaches failed.

This PR enables the limit (StartLimitIntervalSec=60, StartLimitBurst=5) so a service that keeps failing gives up and the unit ends in failed.

Motivation

DSCVR-621. There are some cases were discovery is failing but in some cases we can't clearly distinguish discovery really failing from the server just not starting up so make the service startup fail explicitly.

Describe how you validated your changes

In a container running systemd 249 (the same version as the test image), with a service that exits after 450ms to match the observed rails failure:

Additional Notes

One deliberate trade-off: a fixture that currently succeeds only after more than five automatic restarts would now fail instead. That is right outcome — a fixture needing six attempts is broken and should say so.

The fixture units set StartLimitIntervalSec=0, which disables systemd's start
rate limit entirely. Combined with Restart=always and RestartSec=1, a service
which fails immediately restarts forever: it sits in "activating
(auto-restart)" and never reaches "failed".

That is what made DSCVR-621 hard to read. A rails server which fails to boot
exits after ~455ms, so it was being restarted roughly every 1.5s for the whole
job, present in only one of four debug dumps and never old enough to reach
discovery.service_collection_min_process_age. The suite reported it as a
service the Agent had not discovered rather than a service that was not
running.

Enable the limit so the unit gives up and fails. Verified in a systemd 249
container with a service which exits after 450ms, matching the observed rails
failure:

  StartLimitIntervalSec=0             after 25s: activating, NRestarts=16
  StartLimitIntervalSec=60, Burst=5   after 25s: failed,     NRestarts=5

The counter is reset by an explicit systemctl stop, so the start/stop cycles
the tests perform between subtests do not accumulate towards it; seven rapid
stop/start cycles of a healthy unit stayed active.

More details

The generated units remain valid systemd configuration, and enabling the existing five-start rate limit correctly changes persistent crash loops into failed units as intended. Local validation could not start a systemd manager in the sandbox, so live restart-counter behavior remains unexercised.

Performance changes are noted in the perf column of each table:

A regression test is an A/B test of target performance in a repeatable rig, where "performance" is measured as "comparison variant minus baseline variant" for an optimization goal (e.g., ingress throughput). Due to intrinsic variability in measuring that goal, we can only estimate its mean value for each experiment; we report uncertainty in that value as a 90.00% confidence interval denoted "Δ mean % CI".

For each experiment, we decide whether a change in performance is a "regression" -- a change worth investigating further -- if all of the following criteria are true:

  1. Its estimated |Δ mean %| ≥ 5.00%, indicating the change is big enough to merit a closer look.

  2. Its 90.00% confidence interval "Δ mean % CI" does not contain zero, indicating that if our statistical model is accurate, there is at least a 90.00% chance there is a difference in performance between baseline and comparison variants.

  3. Its configuration does not mark it "erratic".

Replicate Execution Details

We run multiple replicates for each experiment/variant. However, we allow replicates to be automatically retried if there are any failures, up to 8 times, at which point the replicate is marked dead and we are unable to run analysis for the entire experiment. We call each of these attempts at running replicates a replicate execution. This section lists all replicate executions that failed due to the target crashing or being oom killed.

Note: In the below tables we bucket failures by experiment, variant, and failure type. For each of these buckets we list out the replicate indexes that failed with an annotation signifying how many times said replicate failed with the given failure mode. In the below example the baseline variant of the experiment named experiment_with_failures had two replicates that failed by oom kills. Replicate 0, which failed 8 executions, and replicate 1 which failed 6 executions, all with the same failure mode.
